DIGITAL SOFT POWER DIPLOMACY: THE CASES OF GERMANY, ITALY, AND SPAIN IN THE COUNTRIES OF EASTERN PARTNERSHIP AND CENTRAL ASIA

Abstract

The main objective of this article was to examine how Germany, Italy and Spain practice digital public diplomacy in Eastern Partnership and Central Asia countries in 2022, i.e., how they promote their countries through their embassies’ Facebook profiles. Three research questions posed by the authors were: 1) Which social networks and applications have embassies of Germany, Italy, and Spain used in the countries of Eastern Partnership and Central Asia to inform and communicate with different audiences?; 2) Which soft power tools were dominantly communicated by the German, Italian, and Spanish embassies on Facebook profiles in countries of Eastern Partnership and Central Asia during 2022 to promote their own countries?; and 3) Are digital diplomacy tools of Germany, Italy, and Spain, that they utilize to promote their own countries and communicate with the public of Eastern Partnership and Central Asia, following their foreign policy focus? The authors have used quantitative content and thematic analysis to answer these questions. The results were presented with the use of descriptive statistics. The authors’ findings indicated that digital diplomacy 2.0 is standard practice for Germany and Italy in Eastern Partnership and Central Asia. Less information was available regarding Spain’s digital diplomacy efforts. The research’s findings further demonstrated that Germany and Italy exhibit greater interest in the Eastern Partnership and Central Asian countries compared to Spain, which was concordant with their foreign policy focuses.

Borna Zguric, Faculty of Political Science, University of Zagreb, Croatia

Borna, Zguric, PhD, is an Assistant Professor at the Department of International Relations and Security Studies, Faculty of Political Science, University of Zagreb. His primary research interests are regional studies of the Middle East and North Africa and war and peace studies. He is one of the very few scholars in Croatia with a research focus on North Africa. At the BA level, he teaches Contemporary Civilisations and Theories and Policies of Peace. From 2017. till 2020. He has been the Secretary of the Croatian Political Science Association. Furthermore, from 2017 till the present he has served as the Deputy Director of the Postgraduate Study of Foreign Policy and Diplomacy at the Faculty of Political Science, University of Zagreb.

Professor Dr. Lidija Kos-Stanisic is a full profesor at the University of Zagreb, Faculty of Political Science, Croatia. She teaches Contemporary Civilizations and Comparative politics of Latin America at BA level, and The International Relations of Latin America at MA level and EU Policies towards Latin America and the Caribbean at postgraduate level. Her work significantly contributed to the development of Croatian political science in the field of IR, national security, and comparative politics, as well as to the broadening of the scope of area studies research on Latin America. She is member of Latin American Studies Association, International Political Science Association and International Studies Association. She served as the Vice-dean (2006-2010, 2012-2014) and Dean (2014-2018) of Faculty of Political Science and Rector’s Assistantfor Internal Communication and University Media of University of Zagreb (2018-2021). Currently, she is Director of Postgraduate study of „Foreign Policy and Diplomacy“ and Director of „Military Leadership and Management“ undergraduate study program.

Dana Lusa, PhD, is an associate professor at the Department of International Relations and Security Studies, Faculty of Political Science, University of Zagreb. Her primary fields of interests are US foreign policy, small states and diplomacy. She served as the Vice-Director of the Postgraduate programme of Foreign Policy and Diplomacy, the Vice-Dean for Science and International Cooperation and an Executive Editor of the Publishing house Politicka misao. In 2020 she was elected Vice-Dean for academic and student affairs. During the early stages of her career, she held positionsas Secretary General of the Atlantic Council of Croatia and the Centre for International Studies as well as President of the Youth Atlantic Council of Croatia. Her teaching experience includes courses in International Relations, Diplomacy, US Foreign Policy and Transatlantic Relations at the undergraduate, graduate and postgraduate level. She actively takes part in the most relevant international conferences in political science, resulting in publications in international peer-reviewed journals. She is the author of the book Contemporary Application of IR Theories. Currently she is a researcher in two Erasmus + Jean Monnet Networks.
