Abstract

Community development is vital in networking and creating social capital. Local governments in Kosovo cooperate closely with their communities by offering public and social services, inclusivity, and social integration. This cooperation increases active citizenship, community development, social welfare, and local democracy. This paper aims to research and analyze the relationship between local governments and their communities, focusing on providing social services. The applied methodology included a quantitative survey of 300 respondents from three municipalities: Pristina, Fushe Kosove, and Obilic, targeting citizens aged 18 and above of both genders. The results show that local authorities in these municipalities offer community services and include their communities in policy-making and decision-making. While they also offer social services, community-based services should be restructured, and local authorities should pay more attention to empowering the community more comprehensively.

Ferdi Kamberi, University of Gjakova “Fehmi Agani”, Kosovo

Ferdi Kamberi is a doctor of sociology and currently is Prof. Ass. Dr. at the Faculty of Social Sciences at the University of Gjakova "Fehmi Agani". He worked in several University Colleges as a lecturer and was the Head of Division for Public Communication in the Ministry of Local Government Administration. Certified in the USAID & AUK - R.I.T program related to Public Policy Development and Leadership and Trainer certified by KIPA & GIZ in the Design and Management of Public Policy of European Integration. He is the author and co-author of several scientific publications with impact factors in international and regional journals and author of the books "The Fundamentalism of the Great Monotheistic Religions and Globalism, 2016", "The Dilemmas of Transition, 2019", and "Political communication with the public - effective methods and techniques for success in political elections, 2023". His research interests include: social work and welfare care, research studies, deviant behaviour, sociology of religion, sociology of family, social-psychology, communication and media, community development and local governance, and also other social fields.

Zeqir Hashani, University of Gjakova “Fehmi Agani”, Kosovo

Zeqir Hashani currently is in the position of Acting Rector of University “Fehmi Agani”, Gjakove, is a full-time Assistant Professor at University “Fehmi Agani”, Gjakove, Faculty of Education, in the field of natural sciences, specifically in Science of Biology. Hef inished his bachelors studies in 2001, at the University of Pristina, Faculty of Mathematics and Natural Sciences, Department of Biology, whereas in November 2008 he finished his masters studies in the field of Biology - Ecology and Environmental Protection. Then, he continued his Ph.D. studies in the science of biology, and in October 2015 graduated as a Doctor of Biology Sciences of Conservation, at the University of Tirana, Faculty of Mathematics and Natural Sciences, Biology of Conservation. So far, he has given a great scientific contribution to University “Fehmi Agani”. Prof. Zeqir Hashani has published more than twenty published scientific papers in prestigious international journals and has participated in many valuable national and international conferences.
