Abstract

Recent challenges in international security posed by two terrorist organizations, Al Qaeda and ISIS, have highlighted an urgent domestic and foreign policy challenge. Terrorism has been, for more than a decade, top headline in the world media, and the cost of terrorist activities is expressed in numerous human lives and enormous material damage. Yet to date, international organizations and governments have not been successful in the attempt to find a common definition or uniform approach. Up to now, the approaches towards terrorist activities differ from case to case. There is no single legal regime to deal with terrorist activities, and the legal regime is what gives the answer and the framework for the counterterrorism activities of the security forces, in order to be able to deal with the threat. This paper will attempt to answer at least some of the dilemmas.

Vesna Poposka, International Vision University, Republic of Macedonia

Vesna Poposka, from Skopje (Macedonia) is a PhD candidate in international relations and security at the Military Academy “G.M.Apostolski”- Skopje. She holds LL.M in international law and international relations from the Faculty of Law “Iustinianus Primus” in Skopje where she also obtained BA of Law. Currently she is General Secretary at International Vision University in Gostivar, Macedonia, and she is also member of the junior academic staff at the same institution. She is a lecturer and author of numerous publications in the topic of security and international law. She is also alumni of the School of politics of Council of Europe.

Abdulmecit Nuredin, International Vision University, Republic of Macedonia

Abdulmecit Nuredin, from Gostivar (Macedonia) earned PhD degree in law from the Faculty of Law “Iustinianus Primus” in Skopje. He holds master degree in international law and international relations from Sakarya State University, Republic of Turkey and bachelor degree from the Saint Petersburg University, Republic of Kyrygzstan, Russian Federation. He is currently Vice Rector for science, education and international cooperation at International Vision University, Gostivar, Macedonia and associate professor of international law at the same institution. He has published numerous articles worldwide in the field of international law and international relations.
