MACEDONIAN ELECTION RULES: CITIZENS VIS-À-VIS POLITICAL PARTIES

Abstract

The Macedonian election rules, i.e. the setting of the electoral system, produce a double effect, an effect on the voter, and an effect on the party system. Therefore, each change in the electoral regulations would not only alter the voters’ comportment but also impact the political parties. Considering these effects, the paper aimed to compare the attitudes of the citizens and political parties regarding the electoral legislature (both for the parliamentary and local elections); and produce adequate electoral solutions as a corrective for the detected shortcomings of the current regulations. The paper relied on content analysis of theoretical literature and research, empirical qualitative research based on citizens’ focus groups from each region in Macedonia, questioned political parties, and additional data analysis. The ultimate findings propose a way to promote the equal value of each vote, proportional regional representation, and MPs' accountability at the parliamentary elections. For the local elections, the proposed solution referred to reducing the election cost, the possibility of political bargaining, and preserving the legitimacy of elected mayors.

Bojana Naumovska, Institute for Sociological, Political and Juridical Research, Ss. Cyril and Methodius University in Skopje, North Macedonia

Bojana Naumovska is born in Skopje in 1983. In 2005 she graduated from the Faculty of Law ‘Iustinian I’ at ‘Ss. Cyril and Methodius’ University in Skopje, Republic of Macedonia, at the Department of Political Science. She obtained her master's degree in political science in 2008at the Institute for Sociological, Political and Juridical Research. With the defense of the paper "The Impact of Electoral Models on the Smaller Political Parties in the Republic of Macedonia" in 2011 she obtained a degree PhD of Political Science, also at the Institute for Sociological, Political and Juridical Research. Since 2006 she works at the Institute for Sociological, Political and Juridical Research, ‘Ss. Cyril and Methodius’ University. Today Bojana Naumovska is an Associate Professor in the fields of Political parties, Electoral systems, and Public opinion. She is involved in teaching MA courses: Electoral Systems and Political Parties, Methodology of Scientific Research, Public Opinion, Media and Politics, and PhD courses: Methodology of Scientific Research with application examples in the field of social sciences, Designing and conducting qualitative research, Public opinion, and environment. She is a Coordinator of the MA program in Political Science and Human Rights. Her areas of scientific/research interest are political parties, ethnic parties, and public opinion. She has published a number of publications on these topics in domestic and international publications and has been involved in a number of research projects on these and similar topics.

Milka Dimitrovska, Institute for Sociological, Political and Juridical Research, Ss. Cyril and Methodius University in Skopje, North Macedonia

Milka Dimitrovska is born in Skopje, in 1985 where she graduated at the Faculty of Law ‘Iustinian I’ at ‘Ss. Cyril and Methodius’ University in Skopje, Republic of Macedonia, concentrated on legal studies, with political science and constitutional law majors. Then, she obtained her LLM degree at the Faculty of Law, ‘University of Belgrade’, on the TEMPUS course of European Integration. Dimitrovska is a PhD Candidate of International law and Politics at the Faculty of Law at ‘St. KlimentOhridski’ University in Bitola where she was a Research and Teaching Assistant for several years, teaching the subjects: EU Legal and Political System, Political System, Constitutional Law and Local Government. Currently, she is a Research Assistant for the areas EU Law and Human rights at the oldest research entity in the social sciences in the country - the Institute for Sociological, Political and Juridical Research, ‘Ss. Cyril and Methodius’ University in Skopje.Dimitrovska has authored a number of papers, studies etc. and has published the monograph „From Consociational to Majority Democracy in the Republic of (North) Macedonia”.This scholar has a 12-year research career in the field of human rights, democracy, good governance and EU policies and has participated in every stage of research projects- from their conceptual phase to their realization, including developing methodology, field work, empirical activities, reports, analytical work etc. One of her biggest projects of late is the participation in the European Social Survey. She is constantly engaged in the civil processes by working for NGOs and frequently participates in public and expert debate events, as well as professional conferences and forums.
