Abstract

This article examines the potential for the implementation of Agenda 2030 in the EU. In the first part, the article outlines how the EU shifted and adapted its policy framework after the adoption of the Agenda 2030. In the second part, it analyzes the role of governance for the implementation of the Agenda and possible scenarios for the implementation of the Agenda 2030 in the EU. In the final part, the article examines scenarios for the future of the EU, as defined in the White Paper for the Future of Europe in 2017, concluding that comprehensive implementation of the Agenda is possible only under the scenario in which all EU member states do much more together, but with an important caveat.

Goran Bandov, Dag Hammarskjöld University College of International Relations and Diplomacy, Croatia

Prof. Goran Bandov PhD, Lawyer and Politic Scientist,Associate Professor and Vice Dean at Dag Hammarskjold University College of International Relations and Diplomacy in Zagreb (Croatia, EU) is a European expert in international relations and international law. Bandov earned his Master in Law at the University of Osijek, Master of Peace and Security Studies at the Institute for Peace and Security Studies in Hamburg, PhD in Philosophy and Social Sciences at the University of Hamburg and postdoc at the Peace Centre of Chulalongkorn University, Bangkok, Thailand. Bandov has 15 years of experience in research and teaching in following academic fields: International Relations, International Law, International Human and Minority Rights, Peace, Security, Sustainable Development, Diplomacy, European Union, Asian Studies. Bandov is a full member of Global Young Academy and an associate fellow of World Academy of Art and Science.

Nikolina Herceg Kolman, Faculty of Political Science, University of Zagreb, Croatia

Nikolina Herceg Kolman is a PHD student in Comparative Politics at the Faculty of Political Science of the University of Zagreb, currently writing the doctoral thesis on the Europeanization of human rights policy. Having been a senior advisor in the Ministry of Foreign and European Affairs of Croatia and the Croatian Parliament, Herceg Kolman has an extensive experience in the field of policy development and eu affairs. During her term as advisor to the Minister of Foreign and European affairs she has been especially involved in the process of EU institution and capacity building during the final stages o EU accession and first years of EU membership, including the organization of the referendum on EU membership. Herceg Kolman has also been a lecturer in EU affairs and policy for different Croatian and international organizations. Herceg Kolman holds a master's degree in Journalism from the Faculty of Political Science, University of Zagreb.
