PREVENTION AND DETECTION OF CRIME WITH NARCOTICS (DRUGS) IN THE REPUBLIC OF NORTH MACEDONIA

Abstract

Drug abuse constitutes a significant societal and health challenge in the Republic of North Macedonia, the broader region, and globally. The detrimental consequences, stemming from both direct and indirect effects, profoundly impacted individuals, families, and society, extending to jeopardizing state security. The paper aimed to scrutinize the implementation of the criminal legislation of the Republic of North Macedonia concerning the prevention and detection of criminality involving narcotic substances (drugs) and the penalization of offenders engaged in illegal trafficking and unauthorized production of drugs. Employing the theory of change, which centered on identifying realistic positive transformations in the short and long term, coupled with applying the statistical method, the paper offered an overview of the number of criminal offenses. This overview was based on the official statistical data the Ministry of Internal Affairs provided for 2017 to 2022. Subsequently, the paper extended its focus to international cooperation, engaging in a comprehensive discussion on preventing and detecting criminality involving narcotic substances.

Muhamet Racaj, College “Biznesi” -Pristina, Republic of Kosovo

Muhamet Racaj was born on August 1, 1961, in Siqeve, municipality of Klina in the Republic of Kosovo. He completed his primary education in p. Ujmir, followed by his military secondary school in Sarajevo in 1980. Graduating from the Military Academy of the Land Army of the People's Army of Yugoslavia in 1986 in Belgrade, he further completed the Commandos-Staffs Academy in 1997 in Skopje. His educational journey also includes the National Defense School in 2007 in Istanbul, Republic of Turkey. He pursued postgraduate studies, earning a master's degree at the Faculty of Philosophy at the “St. Kiril and Methodij” University in Skopje in 2006, and obtained his doctorate in the field of “security” at the “St. Kliment Ohridski” University in Bitola in 2009. After completing secondary military education, he served as a non-commissioned officer in the People's Army of Yugoslavia until 1983. Following his time at the military academy, he achieved various ranks, including infantry lieutenant in 1986, lieutenant in 1987, captain in 1991, captain 1st class in 1996, major in 2001, lieutenant colonel in 2003, colonel in 2006, brigadier general in 2012, and major general in 2015. Throughout his career, Muhamet Racaj contributed significantly to the development and affirmation of the army as an institution for the benefit of the defense and security of the state. He played a pivotal role in the promotion and recognition of several individuals in the army. Besides his official duties, he has been actively engaged as a Peace Ambassador through the Universal Federation for Peace - Interregional and International Federation of World Peace since 2008. Since 2009, he has held the position of Assistant Professor in the field of Criminalistics at the Faculty of Detective and Security at “AUEFON” University, Skopje, teaching in bachelor's studies. In 2010, he became an assistant professor in the field of Military Sciences at the “General Mihailo Apostolski” Military Academy near the "Goce Delchev" - Shtip University, also serving as a teacher in bachelor's studies. Since 2013, he has been appointed chairman of the commission for the review of doctrines and military-professional literature in the Army of the Republic of North Macedonia. From 2012 onwards, Dr. Muhamet Racaj has been a member of the Management Board of the international scientific magazine “Defense of Contemporary Macedonia” of the Ministry of Defense of the Republic of North Macedonia, having served as deputy editor-in-chief at one time. By decision No. 17-1958/5 dated 04.12.2014 from “AUE-FON” University- Skopje, he was elected Associate Professor in the field of General Criminological Theory and was engaged as a teacher in bachelor and master studies. In 2015, he was elected Associate Professor at the “General Mihailo Apostolski” Military Academy near the “Goce Delchev” University, Stip, and was engaged as a teacher. By decision No. 17-527/3 dated 30.06.2020 from “AUE-FON” University - Skopje, he was elected Associate Professor in the field of Research Methodology and was engaged as a teacher in bachelor and master studies. Additionally, Associate Professor Muhamet Racaj holds the position of a Professor at the University of Tetovo “Fadil Sulejmani” at the Faculty of Law, Criminal Justice, teaching in both bachelor's and master's studies. By decision No. 521/20 dated 30.12.2020 from “BIZNESI” College, Pristina, he was appointed Professor (Prof. Dr. sc) for the subjects Criminology, Organized Crime, and International Organizations, and continues to be a teacher at “Biznesi” College.

Arben Agushi, College “Biznesi” -Pristina, Republic of Kosovo

Professor Associate Dr. Arben Agushi commenced his role as a lecturer in legal subjects at the Business College and its branches in Prishtina and Prizren in 2018, and he continues in this position to the present day.

Arianit Racaj, Army of the Republic of North Macedonia

Arianit Racaj graduated from the “Mihajlo Apostolski” Military Academy in Skopje in 2018. In 2019, he completed his postgraduate studies (Master's) at the Faculty of Detective and Security, specializing in the Department of Security, at the American University “FON”, Skopje. Following his graduation from the Military Academy, he attained the rank of lieutenant in 2020 and currently serves actively as an officer in the Army of the Republic of North Macedonia. Arianit has contributed to the field with several scientific and research papers published in the journal of the Ministry of Defense of the Republic of North Macedonia, titled “SHIELD”. Additionally, he has actively participated in international scientific conferences. Furthermore, he is recognized as a co-author of the published book titled “Criminal Intelligence,” which was released by University Book in Skopje in 2021.
