Erind Merkuri

Dr. Erind Merkuri has completed bachelor and master studies in law at the Faculty of Law of the University of Tirana and also has completed PHD studies at the same university. In 2008, he joined the Faculty of Law of the University of Tirana as a full time lecturer at the Department of Public Law. He is focused in areas such as Constitutional Law, Constitutional Justice, Human Rights, Administrative Law, Administrative Justice and Legal History. He has participated in several national and international conferences presenting studies within these areas of interest. His publications tackle various aspects pertaining to the organization and functioning of the Constitutional Court, the reform on the judiciary, human rights as well as the application of International and EU Law principles in the domestic law. He is an attorney at law at the “Meksi Law and Consulting” Law Firm; he is a member of the National Selection Committee, which recruits, evaluates and dismisses the top level civil servants in the civil service of Albania; he has participated in several work groups in which he drafted several laws and sub-legal acts in the field of the civil service, the delivery of public services, in the harmonization of legal and sub-legal acts with the Code of Administrative Procedures. He was also an expert for the amendments of the organic law on Constitutional Court in 2016 and an expert on the constitutional amendments regarding the electoral system in 2020. He is fluent in English and Italian.
